Honorable Mayor John G. Bongat, distinguished members of this August chamber, my co-government employees in the Sangguniang Panlungsod of Naga and the other departments of City Hall, members of the media, our partners in the academe, venerable guests, ladies and gentlemen, warm Naga SMILES!
On November 19, 2013, this August body launched the Sangguniang Panlungsod Student Participation Program (SP-SPP) which, for the whole 2nd semester of School Year 2013-2014, provided students of various colleges in the city an avenue to be exposed to the functions, duties and concerns of this city’s council. SP-SPP was a step forward in fulfilling our social contract with the Nagueňos - to sustain and enhance our good governance practices by empowering and involving them, especially the youth, in nation-building.
Through the course of the implementation of SP-SPP, we received positive feedbacks, especially from our partners in the universities and colleges of Naga, that indeed the program advanced the common goals of the academe and the city government. While the students learned the functions and processes of the legislative branch of the city government, we, city officials, were also made aware of the insights and opinions of the youth on social, political and economic issues. SP-SPP served as an interactive mechanism for people-empowerment and youth-participation in governance.
Today, as another school year begins, we are now expanding the program to include the technical-vocational schools in Naga. Aside from University of Nueva Caceres, Ateneo de Naga University, Universidad de Sta. Isabel, Naga College Foundation and the only state-run college in Naga, the Bicol State College of Applied Sciences and Technology, the first schools who joined us in the program last semester and which representatives are the ones who recommended to this representation the expansion of the SP-SPP, we have five (5) more institutes to add to the list of our proactive SP-SPP partners. One by one, these new schools are AMA Computer College Naga, Computer Communication Development Institute (CCDI), Philippine Computer Foundation College (PCFC), STI College Naga and Worldtech Resources Institute (WRI). The addition of AMA, CCDI, PCFC, STI and WRI in the program is another milestone. Aside from the fact that, through their participation, we are widening the reach of the program and making it more inclusive and more comprehensive, their commitment to join us also signifies the Nagueňos’ willingness to H2ELP our city.
We are very thankful that the academe appreciates our program and zealously supports us in our aspiration to engage our youth from all walks of life in enjoining them to become active stakeholders and development partners of Naga. At the end of the day, it is our dream that SP-SPP shall produce young Nagueňos who are not just happy, healthy and proud, but are also well-educated, empowered and actively involved in shaping the future of Naga City, An Maogmang Lugar.
