Outstanding Sangguniang Barangay Awards

Details: Vice Mayor Nelson S. Legacion and the Outstanding Sangguniang Barangay Awards Committee convened yesterday to finalize the guidelines and the criteria of judging for the Outstanding Sangguniang Barangay Awards. A component of the ENABLE Program, the Outstanding Sangguniang Barangay Awards aims to recognize barangay councils which have demonstrated exemplary performance in enacting legislative measures that greatly contribute to the achievement of sustainable and inclusive socio-economic development in their respective communities. The Awards Committee is chaired by Renne F. Gumba, executive director of the Jesse M. Robredo Good Governance Center, and is comprised by the Secretary to the Sangguniang Panlungsod, Gil A. Dela Torre, the Director of Department of the Interior and Local Government Naga City, Virgie S. Pascual, as well as a representative from the academe, Prof. Kenjie E. Jimenea of University of Nueva Caceres, and a representative from the private sector, Jose B. Perez of the Metro Naga Chamber of Commerce and Industry.

SP Watch & SP Forum - ENABLE Program

Details:     As a follow through the Conference on Barangay Legislation and as a part of the barangay officials’ continuing education under the ENABL2E Program, the Sangguniang Panlungsod has opened its door and invited the barangay legislators to attend the SP’s regular session this May.  The barangays were divided into four clusters and each cluster was given the opportunity to watch and observe the proceedings of our regular session under the mechanism called SP Watch.   After the session, another mechanism,named SP Forum, will provide an avenue for a 30-minute interaction between the barangay and the city officials for the former to clarify procedural measures of the SP, provide their thoughts and comments on certain issues, and/or offer suggestions on how to improve ourmechanisms and projects.  SP Watch and SP Forum aspire to strengthen the partnership among and between the city government and the 27 barangay governments of Naga.   The barangays scheduled for the SP Watch and SP Forum on the below-stated dates are the following: May 6 - Abella, Sta. Conference On Barangay Legislation (Day 3)

Details: NAGUENO YOUTH PARLIAMENT RESOLUTION NO. 2015-001 was discussed by the Committee of Education.  The students' recommendation on involving the youth in helping the urban poor, led to the passage of Resolution No. 2015-335 declaring April as the Month for Youth Involvement in Housing for the Poor. Upgrading of the Raul S. Roco Library was also affirmed by the Committee, causing for the Sangguniang Panlungsod to direct the City Librarian to submit a design for the renovation of the said facility.

Nagueño Student-Leaders' Congress

Details: Nagueño Student-Leaders’ Congress is a two-day seminar on leadership and parliamentary procedure aimed at educating the students on the principles of ethical and effective leadership and the role of the youth in nation-building.  The youth is also given the opportunities to immediately apply the lessons learned in the congress by conducting committee hearings and a regular session to discuss their needs and aspirations as Nagueno youth and, eventually, craft a resolution that will be submitted to the Sangguniang Panlungsod of Naga for the latter’s consideration and adoption.

Expanded Sangguniang Panlungsod Student Participation Program

Details:   Today, during the 47th Regular Session of the 11th Sangguniang Panlungsod ng Naga, the Memorandum of Agreement for the Sangguniang Panlungsod Student Participation Program (SP-SPP) was signed by and between the City Government of Naga and the academe. SP-SPP was expanded to include technical vocational schools, namely: WRI, AMA, PCFC and CCDI. The first batch of universities - UNC, ADNU, USI, NCF and BISCAST - were also there to sign the MOA. The MOA was revised and enhanced to include the commitment of the schools to conduct post SP-SPP activities as a follow through to the program. Post SP-SPP activities may include conduct of outreach programs, seminars and other worthwhile activities per discretion of the school.

SP-SPP MOA Signing

Details: The academe and the city government sign a Memorandum of Agreement (MOA) signifying their commitment to implement SP-SPP and to involve the youth in nation-building. SP-SPP in a nutshell, shall provide students of various colleges in the city an avenue to be exposed to the functions, duties and concerns of the Sanggunian Panlungsod. It is also a chance for the council to listen to the insights and opinions of the city's young constituents and to engage them as active stakeholders of Naga.


This program is an avenue for intelligent, responsible, and deserving youth to take the reins of government of the City of Naga for a certain period and perform the functions of government officials and/ or department heads.

Details: The youth counterpart of the members of the Sangguniang Panlungsod of Naga conducted their 1st Session this morning of April 23, 2015. It adjourned at around 12 NN.  The City Youth Sangguniang Panlungsod's regular session will be conducted every Thursday hereafter.     .  


CYO 2015 Team Building

Details:   The new batch of City Youth Officials had a team building session and leadership seminar at Naga City Ecology Park.   Vice Mayor Nelson S. Legacion oriented them about the legislative processes of the city government. Other speakers, such as City Councilor Gregorio R. Abonal, City Legal Officer Junjun Bragais and Human Resource Officer Bob Ursua, talked about the various systems and mechanisms in the city, among them the parliamentary procedure in sessions and meetings, functions of various City Hall departments and the organizational structure of the city government.     


CYO 2015 Oath Taking

Details: The new set of City Youth Offcials (CYO) for year 2015 was sworn into office this morning by Mayor John Bongat with Congresswoman Leni Robredo as witness and Guest of Honor. For 45 days, they will be immersed to the city's system of governance and handle the reins of the city government with the guidance of their respective counterparts.

Details: The 45 youth who passed the examination were interviewed to determine who among them will be the next City Youth Mayor and City Youth Vice Mayor.   The person who will get the highest combined score from the examination and the interview will be the City Youth Mayor, followed by the person who garnered the second highest combined score.

Details:   Written examination for the 2015 City Youth Officials was conducted at Naga City Science High School last March 29, 2015 by the 2015 CYO Executive Committee, headed by Councilor Ray-An Cydrick G. Rentoy. From 276 applicants, only the top 45 will undergo the next stage of the selection process - the oral interview - scheduled this April 9, 2015.

Details: To recognize the efforts and contributions of the City Youth Officials of 2014, Vice Mayor Nelson S. Legacion and the 11th Sangguniang Panlungsod conducted a Closing Program.   Certificates were given, and, afterwards, CYO 2014 had a bonding with the vice mayor and the rest of the city officials.    


CYO Seminar on Local Legislation

Details: Through the initiative of the Sangguniang Panlungsod, under the leadership of Vice Mayor Nelson S. Legacion, the City Youth Officials were briefed on the powers and functions of the legislative branch, the legislative process, the parliamentary procedure and crafting of ordinances and resolutions. Speakers in the seminar are Vice Mayor Nelson S. Legacion, Councilor Elmer S. Baldemoro, Councilor Esteban Greg R. Abonal III and SP Secretary Gil A. Dela Torre. Mayor John G. Bongat also gave a message to inspire the CYO to take an active part in helping our city, especially in proposing sound legislative measures that enhance the youth's role in Naga's socio-economic development.

CYO 2014 Oath Taking Ceremony

Details: Batch 2014 of the City Youth Officials took their oath this April 14, 2014 at the Naga City People's Hall.  


Every September, the city allows the elders to elect among themselves City Senior Citizen Officials (CSCOs) who will sit as counterparts of Naga’s city officials and department heads.

Details: To recognize the roles of our senior citizens in our economic development and to engage them in local governance, elected officers of the Senior Citizens' Federation, headed by SC Mayor Jose P. Henson and SC Vice Mayor Esmeraldo C. Luna, sit as counter-parts of our city officials.

Details: Taking their oath are duly elected senior citizen officials from mayor, vice mayor, councilors to department heads. For the entire month of October our more experienced elders will participate in running the affairs of the city.
