      NAGA CITY — The city government here is adopting a system that will provide the Nagueños a more effective, if not the best, way to respond to natural and man-made risks.

The project seeks the establishment of an upgraded, up-scaled and integrated disaster and risk reduction management system as mandated by an ordinance known as the Naga City Integrated Emergency Response and Resilience Resource Action Center, otherwise abbreviated as NC IE3RAC.

Incorporated in the establishment of the NC IE3RAC is the construction of a multimillion-peso facility or action center that will house a central communication center, the core of coordination and communication system that will be equipped with the most advanced technology available.
Under the ordinance’s management and coordination provision, the NC IE3RAC shall be coordinated and managed by a central committee of representatives from various stakeholders (government and private), to be headed by the local chief executive.

Four development and capability-building program components will also be established to fulfill its integrative, forward-looking, and manifold functionality, each to be supervised by a program manager.

These components are: operations, management and response capabilities, equipment and physical resource capabilities, technological capabilities, and disaster preparedness training for citizens and institutions.

The P10-M structure will also accommodate the central communication center’s sub-component called the Unified Rapid Response Team which is composed of personnel from different agencies each representing the police, medical and investigative, and that of other group of personnel who compose the standby force tasked to respond 24/7 to any emergency situations.
The funds, which shall be sourced from the Local Disaster and Risk Reduction Management, will come as an initial account considering the expenses on the construction of other important facilities ahead.

Also existent in the facility, which is proposed to be constructed either along the Almeda Highway or inside the Naga City Civic Center (the Metro Naga Sports Complex is also being eyed as possible site) is another sub-component of the communication center – the Traffic Management Center, the city’s monitoring and supervision facilities organized for the maintenance of an efficient and effective traffic management.

In endorsing the passing and approval of his proposed measure that mandates the establishment of NC IE3RAC during the deliberation in September, this year, City Councilor Joselito S.A. del Rosario said that “it is incumbent upon the city government to ensure that the momentum of development that the city has been obtaining is maintained not only for the succeeding years, but for longer term.”

“It is appropriate therefore that the city government must be forward-thinking in providing the Nagueño with protection from the threats and risks of natural and man-made calamities and effectively respond to emergencies while ensuring the continuing and long-term social and economic development of our Maogmang Lugar,” Del Rosario who sponsored the ordinance said.
The NC IE3RAC, which was unanimously passed by the Sangguniang Panlungsod last September 27, 2016 and approved by Mayor John G. Bongat on October 5, this year, shall be fully operational three years after its enactment or by the first quarter of 2019.

Included in the physical structures and amenities of the facility are the Equipment and Physical Resource Pool (EPRP), Research and Development, and Weather and Geophysical Monitoring Center, and the Readiness and Resilience Capability Development Center (RRCDC).
EPRP will serve as physical resource pool for appropriate equipment, tools, or supplies that are needed in responding to all types of emergency situations while the RDWGMC will handle the design and testing of the latest equipment, including the adaptation and fabrication of appropriate and innovative tools for rescue, geophysical and weather tracking, and human resource capability development.

RRCDC will work as training and multimedia resource center that also focuses its services on capability development of the targeted community and institutional DRRM or Readiness and Resiliency Teams.  The activities shall include periodic trainings and research, and will engage the services of specialists in fields related to DRRM and resiliency topics, either as occasional lecturers or in-house trainers.

The action center’s human resource component or the core staff will be appointed from the existing personnel of the Naga City DRRM offices, Public Safety Office, Bureau of Fire Protection (BFP), the Philippine National Police, and other related offices to ensure the continued employment of qualified personnel.
