Hon. Nelson S. Legacion

Vice Mayor

As the new vice mayor of the City of Naga, Atty. Nelson S. Legacion vows to bring closer to the people the Sangguniang Panlungsod and to create a more enabling and more empowering environment for the Nagueňos. He envisions the Sangguniang Panlungsod to excel on two key points where its performance can be measured: (1) promptness to pass sound legislations which are responsive to the needs of the changing times, and (2) capacity to pass so-called welfare legislations along the spirit of the words of President Ramon Magsaysay that: “He who has less in life should have more in law

Atty. Legacion’'s career in the City Government of Naga started when he was appointed City Legal Officer on July 2, 2001 by then former Naga City Mayor and Interior Secretary Jesse M. Robredo. As legal counsel, he successfully defended the city in cases filed against it and prosecuted expropriation cases that resulted in the distribution of residential lots to Urban Poor beneficiaries.

He was also particularly deeply involved in the legal battle against the Provincial Government of Camarines Sur over the disputed Plaza Rizal in Naga. In 2010, his works and those of other legal officers he succeeded or who followed him bore fruit by an order from the Supreme Court giving the management and administration of Plaza Rizal to the City Government of Naga.

His most important legal victory for the people of Naga, however, happened initially in 2006 and affirmed in 2011. Atty. Legacion represented and saved the city from an ejectment case which, if lost, could have cost hundreds of millions of pesos to the Nagueňos as payment for rental payments alone or, worst, could have cost the whole city and other government agencies their offices and the crippling of their functions.

For his accomplishments and love for Naga, he was elected for two terms (2007-2010 and 2010-2013) in the city council. As Councilor, he brought his life experience in the Sangguniang Panlungsod and pushed for legislations that help uplift the socio-economic status of the destitute and underprivileged.

Born to a poor family (his father was a farmer and his mother was a laundrywoman), Atty. Legacion knows the plight of the marginalized as well as the power of education to change their future. As such, he authored the ordinances on Quality Universal Elementary Education in Naga (QUEEN) Program, Summer Enhancement and Enrichment Program (SEEP), Naga’'s Tertiary Scholarship Program and eSkwela. He also penned the Naga'’s Barangay Health Workers Ordinance, Prescribed Naga Lupon Ordinance (PNaLO), Solo Parent Ordinance of Naga and Ordinance No. 2012-059 which assured the Urban Poor Federation of an office and regular funding.

When not wearing his hat as a public servant, he practices his profession as a lawyer. As such, he maintains a private law firm with his wife, Atty. Marion Eloisa Escueta Legacion, as his partner and with whom he is blessed with four children, namely: Nathaniel Emil, Neal Emerson, Nadine Eina and Nepthali Eman.
