Here is some background on how the issue has been raised to the Sangguniang Panlungsod of Naga:
On January 20, 2015, City Mayor John G. Bongat received a letter from Principal Sonia D. Teran of Naga City Science High School requesting the renaming of the said school to Jesse M. Robredo Science High School. Forwarded by the good mayor to the Sangguniang Panlungsod of Naga on January 22, 2015, the letter reads:
“Naga City Science High School is just one of the many commendable projects [Interior Secretary and former Naga City Mayor Jesse M. Robredo] accomplished... Cognizant of the importance of good and quality education, he created this school to be the home of the best and the most promising students of Naga. It is therefore in this context that the undersigned, along with the teachers and student body, is moving for the renaming of the school to JESSE M. ROBREDO SCIENCE HIGH SCHOOL. This is to show our gratitude and appreciation for all the honors he had brought to the city and to all Nagueňos.”
This was followed by Resolution No. 2015-1-02 of the Barangay Government of Concepcion Pequeňa received by SP Naga on January 23, 2015. The said resolution seeks to rename the Naga City Science High School to Jesse M. Robredo Science High School and to carry always in its official address the name of Barangay Concepcion Pequeňa.
As part of the usual legislative procedures, the Sangguniang Panlungsod of Naga immediately took action by seeking the comments of the Naga City School Board, which, based on Republic Act No. 7160 or the Local Government Code of 1991, serves as an advisory committee to the council on educational matters. On March 24, 2015, the NSCB convened and jointly passed Resolution No. 3, s. 2015 favorably recommending to SP Naga the renaming of NCSHS to Jesse M. Robredo Science High School. According to the Board, the renaming is a way to show gratitude and appreciation to the late interior secretary and former mayor as the school’s founder when he negotiated in 1994 with the then Department of Education, Culture and Sports (DECS), now Department of Education, the putting up of the same. The school board’s resolution is also a prerequisite for us to act on the matter in accordance with Section 99 (d) of RA 7160.
Given the above sentiments of the NCSHS principal, the Sangguniang Barangay of Concepcion Pequeňa and the Naga City School Board, the city council then referred the matter to the SP Committee on Tourism, Arts and Culture, chaired by Councilor Elmer S. Baldemoro. On 13 May 2015 (Tuesday), 3 PM, the committee shall conduct a hearing on the matter. Everyone is invited to attend, most especially the alumni, teachers, administrators and students of NCSHS.
